13b: Saying "Anneinu"

I understand why an individual would say "anneinu" on a fast day during the "shomaya tefilla" berakha, but why does the shatz say it between "go'el yisrael" and "re'faynu"? Perhaps because at that moment of the Amida we are straddling a prayer for redemption (a perfect time) and a prayer for healing (sickness highlights our imperfections). Fasting, then, becomes the act that, by emphasizing our fraility as human beings, shows G-d our commitment and our desire for redemption.

Any other thoughts? Also, the gemarra doesn't really address why the individual and the shatz say "anneinu" at different places in the Amida. What's up with that?
