9a: Mida K'neged Mida

The Talmud here illustrates in detail the mida k'neged mida nature of the Sota's punishment. This puts a rationale behind the steps of the ordeal by connecting each to the seduction that got us here.
In the midst of this are a few statements, beginning with one by Hanina bar Papa, that God does not send punishment until it is time for that nation to be sent away. This sentiment also tries to give an order to how things work in the world - as it implies that eventually every nation's time is up, and what happens then is the accumulated consequences for its deeds as a nation.

Is this section simply broadening the mida k'neged mida theme in the Sota or is it adding something to our understanding of the Sota ritual?
